The Office of the Special Rapporteur for Freedom of Expression and the Inter-American Commission on Human Rights recognize that the hemisphere is experiencing a deterioration in public debate, the potential transfer of digital violence to the physical environment, challenges related to disinformation, as well as dilemmas on the decisions and business models of internet companies and the need for them to respond to human rights standards. In this sense, through this mandate, the Inter-American Commission on Human Rights entrusted its Office of the Special Rapporteur for Freedom of Expression to pay attention to these three fundamental thematic axes.
The Dialogue will have several phases. The first phase will run from August 2021 to January 2022 and consists of a multisectoral process with representatives of citizens, civil society organizations, the private sector, international organizations and States based on the “Values and Principles of Dialogue.” . The second phase will be from February 2022 to June 2022 and consists of a working group to systematize supplies and develop an action plan to present to the IACHR.
The Dialogue will allow ample opportunities for participation by the diverse actors and in a variety of moments and forms.
