Goals
The objective of the Dialogue of the Americas is to work on an inter-American plan of action based on inputs and recommendations from multiple stakeholders that will improve the conditions for public debate, identify experiences in digital literacy for the development of civic skills, and contribute to the content moderation is compatible with international human rights standards. This final product will be presented to the IACHR to make it compatible with the mechanisms available in the Inter-American System. In addition, the Dialogue will promote that the actors involved establish action commitments based on the solutions and good practices also identified during the process.

In relation to the challenges identified, the Dialogue of the Americas will analyze three thematic axes:
Phases
The Dialogue of the Americas is divided into two phases, each of which presents different opportunities for participation and involvement for the actors. From the Office of the Special Rapporteur for Freedom of Expression, a conscious effort is made to be able to listen to as many voices as possible.
Here are some participation opportunities to consider depending on the phase in development:
- Fase 1 – Delimitación de los ejes temáticos y establecimiento de la agenda: El objetivo será conceptualizar los ejes temáticos reduciendo la asimetría de la información para establecer y priorizar la agenda de acción a seguir. Esta fase iniciará desde el 1 de septiembre hasta el 1 de febrero 2022.
- Fase 2 – Diseñar un plan de acción para la CIDH: Un grupo de trabajo multisectorial será formado por RELE con el objetivo de analizar los resultados obtenidos en la fase 1 junto con los mecanismos disponibles de la CIDH para elaborar un plan de acción. Esta fase se desarrollará desde 15 de febrero del 2022 hasta 15 de julio 2022.
NOTA: Las fechas señaladas anteriormente pueden ser modificadas dependiendo de la forma en que se desarrolle el Diálogo.
